Wind turbines 'may not need planning permission'New proposals from the housing and planning minister John Healey will see homeowners, developers and businesses able to install on-site wind turbines and air source heat pumps without needing to go through planning permission.The government encourages homeowners to install double glazing to reduce household carbon dioxide (CO2) emissions, but new proposals could allow them to install on-site wind turbines and air source heat pumps without needing to go through planning permission.

Announced by the housing and planning minister John Healey, the suggestions will go to a three month consultation, in which the government will be asking for views regarding strict regulations on size, noise levels, location and the visual impact on an area that it believes should remain in place.

Andrew Leech, executive director of the National Home Improvement Council, said: "We need to make it easier for people to make environmental changes but we also need to keep a little bit of control on them so they don't go overboard."

Before renewable energy generators such as wind turbines are easily available, one of the most effective ways a household can cut its CO2 emissions is by installing double glazing.

According to the Energy Saving Trust, this can cut heat loss through windows by half.
