Discussing the UK Green Building Council's proposals for the introduction of the government's pay-as-you-save scheme, Gordon Miller, founder of whatgreenhome.com, claimed suggestions that it could cost up to £15 billion are purely "aspirational".

However, he added that such big statements often help to "mobilise people to act".

"Most people think that climate change will be averted by governments and scientists so why should they bother to play their part?," he explained.

"The truth is we are going to have to - and should already - change our behaviour and individually take responsibility for our own impact on the earth's depleting resources."

Under the proposals put forward by the UK Green Building Council, households would be offered low-interest loans of up to £10,000 to improve the efficiency of their properties.
