Councils in the north-east of England will see an increase in energy bills and will be named-and-shamed by the government if they do not meet carbon emission targets, the Journal reports.

Next year will see the introduction of a carbon trading scheme, under which councils will have to buy a licence for every tonne of carbon dioxide the produce,

Councils that do not dramatically reduce their emissions will face steep charges in a year's time, whereas those that meet targets will be rewarded by the government.

Peter Thompson, head of environment and regeneration at Gateshead Council, said: "In order to prepare for carbon trading we are in the process of fitting automatic metering for carbon emissions to our properties and we are working towards achieving Carbon Trust Standard."

The Department of Energy and Climate Change recently published energy-use statistics for the third quarter of 2009. The figures show that energy consumption was 6.3 per cent lower than in the third quarter of 2008.
