The study by the Climate Group, which was created in collaboration with former prime minister Tony Blair, has suggested that 70 per cent of carbon emission reductions needed by 2020 could be achieved through a global efficiency drive.

It was suggested that such a move, when twinned with a cut in deforestation, could deliver major short-term emissions cuts, while investment in renewable energy may be beneficial in the long-term.

Mr Blair – who left his role as the leader of the British government in 2007 - said: "Just as investing in electrification, railways and the internet led to economic growth in the past, investing in clean energy can help reignite the global economy now.

"This report shows that the challenge of combating climate change remains formidable; but it is do-able. This is not mission impossible."
