The Environment Agency has proposed that every person in the UK should be allocated a personal 'carbon allowance' ration and receive fines should they use too much fossil fuel.Installing double glazing could help homeowners to avoid exceeding the proposed personal 'carbon allowance' ration and being fined for using too much fossil fuel. Lord Smith, chairman of the Environment Agency, has outlined proposals which he says will be the most efficient way to hit Britain's 2020 carbon emission targets. The notion, part of a 'Green New Deal', will mean UK residents will be designated a unique number which they would produce when purchasing carbon emitting goods. However, Philip Sellwood, chief executive of Energy Saving Trust, said it is important to inform people about their energy use before applying new schemes. "We feel it's important to first educate the homeowner ... before setting budgets on use," he said.Similar to a financial account, statements would be administered every month letting people know about their carbon footprint status and how much their fuel, airline tickets, and utilities had contributed to emissions. Utility bills can be cut by installing double glazing, as it reduces heat loss through windows by half, according to the Energy Saving Trust.More money would have to be paid to get new 'credits' should an account hit zero, while people who are economical with their carbon use would be able to sell their superfluous credits for extra money.Written by Tim Lloyd.
