Councils to develop Low Carbon Framework with ministers

The new improvements will complement exisitng double glazingA new scheme will see local authoroties provide residents with home improvements that will complement their double glazing.Residents in a handful of nine local authorities are set to benefit from home improvements to complement existing double glazing, under a new scheme.

Communities secretary John Denham announced that the government will work with the councils to develop a new local carbon framework over the next 12 months.

The scheme will see residents in areas such as Leeds, Bristol and Oxford benefit from large scale home insulation projects and alternative sources of energy being installed in their houses.

Through the scheme, ministers hope to develop a clearer strategy about how carbon reductions can be achieved, setting out targets for action in the future.

Mr Denham said: "We want all local authorities to take the lead on reducing emissions in their area.

"The nine authorities being named today are ready to help government identify the support needed for all local authorities to follow the lead of the best."

It comes as the government accepts new recommendations which commit schools to reducing CO2 emissions across new buildings by 2013.
