In addition, he suggested that older homes may not be able to be bought fully up-to-date in a way comparable with new builds on the market, which would leave this penalty in place permanently.Mr Pethard said: "These measures may result in more people choosing new [homes] because in addition to being greener, new homes are more economical to own."Earlier this year, the Green Investment Bank commission made several proposes for financing the government's climate change obligations, including boosting the energy efficiency of the UK's existing housing stock.
