The European Union's energy commissioner Andris Piebalgs has suggested that a new binding target could be brought into force to boost levels of energy efficiency across the continent.

According to the Associated Press, Mr Piebalgs is "seriously" considering such a move.

He added in a news conference this week: "I believe that it is time, and the political temperature is ripe enough that we really consider it."

The UK government recently announced plans to install energy saving measures including double glazing in homes across the UK.

Around seven million homes are set to be eligible for the new pay-as-you-save scheme, which was unveiled by climate change secretary Ed Miliband earlier this month.
